Nick Conklin (Michael Douglas) and Charlie Vincent (Andy Garcia), two New York City police officers, capture and arrest Sato (Yusaku Matsuda), an infamous Yakuza member suspected of murdering three individuals. Nick and Charlie's task is then to bring Sato back to Osaka Japan for trial, however things don't go according to plan: Sato manages to flee with help from other members of his gang - an escape that eventually results in Sato being charged and eventually facing trial by Nick and Charlie themselves escorting him back.
Nick and Charlie find themselves trapped in an unfamiliar land with an unpredictable criminal on the loose; forced to join forces with Masahiro Matsumoto of Osaka Police Department (Ken Takakura), they investigate the murky underbelly of Yakuza which involves violence, honor and clashing cultures; but as they grow closer to Sato their efforts become futile as more bodies join his ranks and more lives come under threat from within it all.
This film examines themes of loyalty, redemption and international justice while depicting New York City as a chaotic metropolis in stark contrast with Japan's organized criminal world.
