Kazumasa Sakura, an ambitious yakuza don from Kansai (western Japan), sets his sights on expanding his empire in Tokyo using methods other than brute force alone. Instead, Sakura uses financial maneuvering and political influence as tools of expansion - disrupting an established Tokyo scene led by Eizo Iwami which leads to an explosive turf war where both parties try their hardest to recruit politicians and businessmen towards their cause.
This film presents a complex underworld where violence is used as an integral element. Ambition and powerlessness drive their struggle for power while violence intersects with business and politics in this complex yakuza world, ultimately culminating in their struggle for control which requires sacrifice to achieve it. The film has gained fame due to its portrayal of these intelligent strategists rather than mere street thugs.
