Tieh Wu-ching, an unsympathetic chief constable is charged with disarming an army of bandits who have terrorized Tsang Chou village. While on patrol he encounters and becomes attracted to an attractive blind woman at a tavern only later discovering she is Ma Wai-jia's daughter!
Tieh must balance his feelings for Ma Wai-jia's daughter against upholding the law. Ma was an unscrupulous bandit leader and wanted her to live an honest and tranquil existence; yet as his bandit activities escalate, his daughter begins developing feelings for Tieh who struggles with upholding it all.
Tieh and his allies pursue bandits relentlessly through fierce, violent battles featuring darts, hidden weaponry and swordplay that take place often within tall grass and tight settings.
Tieh and Ma Wai-jia come face-to-face during the climax, prompting an inevitable confrontation that forces Tieh to make an impossible choice between love and justice.
Ma Wai-jia adds another level to her conflict through motives and last wishes that add tension throughout.
